I still am not sure what it is. It could be a balloon or a circus tent or something different.

It's really difficult! In French, we say: "je donne ma langue au chat!" , "i give my tongue to the cat!", and i wait the answer...

Interesting! This reminds me of the tents that are set up in my area right before July 4th to sell fireworks. I'm guessing this is a circus tent that has collapsed on one side. Or a parade float gone awry.
